If your shortlist is already down to 1Password Business and Bitwarden Teams, the useful next question is which mandatory requirement each exact plan can support—and which ownership or administrative decision is still unanswered.
This guide is for an owner or operations lead choosing for a small team, roughly 2–50 people. It is not a comparison of every product from both vendors. 1Password Teams Starter Pack and Bitwarden Enterprise are not the two plans being compared. A mismatch with Teams does not automatically select Business or justify an upgrade.
Evidence checked: 13 October 2026. The product statements below come from current official documentation. PlainFort has not configured, migrated, recovered or usability-tested these plans for this article. There are no prices, performance rankings, protection claims or compliance conclusions. Feature availability does not establish your configuration’s suitability.
Keep the plan names beside every requirement
Start with the exact-plan boundary, then carry the unanswered fit question into your decision record.
| Requirement | 1Password Business | Bitwarden Teams | Decision still required |
|---|---|---|---|
| Shared work resources | Vault permissions and custom groups documented. Business overview | Collections listed for Teams; the organization model distinguishes organization-owned items. Plans, organizations | Specify work-item ownership and access boundaries; these models are not assumed equivalent. |
| Task-specific administration | Delegated responsibilities through custom groups documented. | Default roles must be read separately from Enterprise-only custom roles. Member roles | Name the exact task and validate what additional authority it entails. |
| Directory provisioning | Automated SCIM provisioning documented. Provisioning | Directory Connector and SCIM listed for Teams. | Establish intended integration, operating authority and lifecycle responsibility. |
| SSO | Unlock with SSO documented for Business. | Enterprise entitlement, outside Teams. | A mandatory SSO requirement excludes this exact Teams plan; other needs remain unresolved. |
| Event evidence | Audit log documented. | Event logs listed for Teams. | Identify the required event and reviewer; retention and monitoring effectiveness are not compared. |
Documentation differs on SCIM: Bitwarden’s plan comparison lists SCIM for Teams, while its onboarding and succession guide describes Enterprise in the SCIM section. This comparison uses the exact-plan listing; confirm the entitlement and integration requirements before purchase or rollout.
The generic Bitwarden role table includes tasks for features beyond Teams. It cannot establish that Teams includes those features. Similarly, the presence of a provisioning connection is not a sign-in decision: the 1Password provisioning page explicitly treats SSO separately.
For authentication and recovery planning, plan MFA and recovery prerequisites. This comparison does not establish recovery success or provide a recovery procedure. Bitwarden’s plan table places administrator account recovery in Enterprise, not Teams.
Resolve ownership before interpreting shared access
Bitwarden’s organization documentation describes collections as groupings of organization-owned items and distinguishes those from an individual’s items. Its introductory free-organization walkthrough is not proof of every Teams entitlement.
1Password’s offboarding guidance distinguishes work items in an Employee vault from shared company vaults and warns that deleting a member’s account permanently removes Employee-vault items. Use that as a planning warning, not authority to inspect, transfer or delete somebody’s data.
Write down which categories of work items must remain available to an authorized team operator. Do not put real item names, account identifiers or credentials in this comparison worksheet. If ownership is disputed, stop the proposed action and involve the authorized decision-maker and qualified support.
Delegate a task, not an administrative label
“Help with administration” is too broad to evaluate. Write the task: for example, managing routine membership without changing subscriptions. Then identify the documentation needed to establish both the required permission and any wider access it would confer.
Separate administrator accounts and responsibilities. An administrator must validate the exact permission boundary. If the available role model is insufficiently documented for the task, leave it not established; do not infer equivalence between a 1Password group and a Bitwarden role.
Also resolve shared-login requirements. A password manager comparison does not settle whether a shared login is appropriate in the first place.
Treat departure and continuity as different decisions
The Bitwarden succession guide warns that some clients can retain offline read-only organizational data for a short period after deprovisioning. The 1Password offboarding guide treats changes to previously shared passwords as a separate offboarding matter.
These warnings do not establish that either vendor erases all previous exposure when membership ends. They also do not establish who can recover access if a primary operator is unavailable. Assign separate owners for work-data continuity, secondary administration and any credential-exposure decision.
Use the employee-offboarding checklist for planning. Account recovery, data access or deletion needs explicit authority and configuration-specific support. A suspected compromise, sensitive ownership dispute or regulated-data question requires qualified help; there are no live lifecycle commands here.
Eight-question mismatch checklist
Use one decision record for each question. Keep these states separate: documented for plan, outside exact plan, not established, and decision required. A plan can have a documented feature while the team’s overall decision remains unresolved.
Fictional example: an eight-person agency
Illustrative decision record only. The agency already requires SSO, has an operations lead and an identity administrator, and is considering only these two exact plans. It has not inspected a real vault or tested any configuration. Role labels below identify responsibilities, not real individuals.
1. Are the exact plan names fixed?
- Requirement: evaluate only Business versus Teams; mandatory.
- Evidence and date: the exact-plan table above, checked 13 October 2026.
- Each-plan state: names are fixed for this record; product fit remains
decision required. - Limitation and prerequisite: an alternative subscription would need its own evidence record.
- Responsible role / next action: agency owner; maintain the exact names beside every remaining question.
2. Where must work items be owned or shared?
- Requirement: essential work items must remain accessible to an authorized team operator after a departure; mandatory.
- Evidence and date: organization and offboarding sources in “Resolve ownership,” checked 13 October 2026.
- Each-plan state: relevant storage distinctions are documented; this agency’s intended ownership arrangement is
not establishedfor both plans. - Limitation and prerequisite: no real work-item classification or authority decision has been completed.
- Responsible role / next action: operations lead; define non-sensitive item categories and obtain the ownership decision. No access or movement is authorized by this example.
3. Which administrative task needs delegation?
- Requirement: backup operator handles routine membership without authority to change billing; mandatory.
- Evidence and date: Business overview and member-role source in the table, checked 13 October 2026.
- Each-plan state: exact task-to-permission fit is
not establishedfor either plan; the named models must not be treated as equivalent. - Limitation and prerequisite: the agency needs task-specific permission evidence, including wider access and the operator’s authority.
- Responsible role / next action: identity administrator; prepare the precise task question for documentation review or vendor support. Do not assign a real role yet.
4. Is directory provisioning required?
- Requirement: directory-driven lifecycle changes; optional until the owner decides.
- Evidence and date: provisioning row above, checked 13 October 2026.
- Each-plan state: entitlements are documented; proposed integration fit is
not establishedfor both. - Limitation and prerequisite: directory compatibility and responsibility for membership changes remain unresolved.
- Responsible role / next action: identity administrator; document the intended changes and obtain a decision on whether this is mandatory. No connection is configured.
5. Is SSO independently mandatory?
- Requirement: SSO; mandatory and unchanged in this example.
- Evidence and date: SSO row above, checked 13 October 2026.
- Each-plan state: Business feature documented, with configuration fit
not established; Teamsoutside exact plan. - Limitation and prerequisite: satisfying this one requirement does not settle ownership, delegation or continuity.
- Responsible role / next action: agency owner; exclude this exact Teams plan for the stated requirement and continue evaluating other mandatory needs. No automatic purchase or upgrade.
6. Who owns continuity and recovery decisions?
- Requirement: a responsible secondary operator and a separately established continuity plan; mandatory.
- Evidence and date: official sources and their limits above, checked 13 October 2026; authentication planning is a separate prerequisite.
- Each-plan state: readiness is
not establishedfor both; this example claims no working recovery mechanism. - Limitation and prerequisite: secondary authority, unavailable-operator handling and recovery prerequisites remain unverified. A marketing label cannot close these gaps.
- Responsible role / next action: agency owner; assign a continuity decision owner and require configuration-specific advice from the authorized administrator or vendor. Keep recovery work blocked.
7. What departure evidence is needed?
- Requirement: account for work-item ownership and previous exposure to shared credentials; mandatory.
- Evidence and date: the two offboarding/succession warnings above, checked 13 October 2026.
- Each-plan state: planning warnings documented; the agency’s actual ownership and exposure decisions are
not establishedfor either. - Limitation and prerequisite: no deletion, revocation or credential change has been authorized or verified.
- Responsible role / next action: operations lead; identify the authorized decision-maker and needed evidence using categories only. Escalate a dispute or suspected compromise instead of inventing an offboarding action.
8. What event requires a new comparison?
- Requirement: reassess when a plan boundary, identity requirement, ownership arrangement or responsible operator changes; mandatory editorial decision rule.
- Evidence and date: this record’s dated source links; 13 October 2026.
- Each-plan state:
decision requiredif a trigger occurs; old documentation cannot establish a new fit. - Limitation and prerequisite: the record needs an owner who notices the change and rechecks the affected claims.
- Responsible role / next action: agency owner; assign that review responsibility and keep a list of unanswered questions.
Example outcome: Teams has a documented mismatch with the agency’s mandatory SSO requirement. Business remains an evaluation candidate, not a selected or tested solution. Work-item ownership, the delegated task and secondary-operator/recovery decisions are three distinct unresolved blockers. The agency has not completed a safe-operation or purchase decision.
Blank record to copy
Make eight copies, one for each question above. In each, record both exact plans separately.
- Question number and requirement:
- Mandatory or optional:
- Evidence link and check date:
- 1Password Business state, evidence and limitation:
- Bitwarden Teams state, evidence and limitation:
- Prerequisite or unresolved blocker:
- Responsible role:
- Next authorized evaluation step and recheck trigger:
Do not enter passwords, recovery codes, personal names, account identifiers, incident details or exported vault data. A blank field is unanswered, not a feature’s absence.
Hand off an evaluation, not a promise
No plan is selected while a mandatory blocker is unresolved. This article does not compare prices, retention durations, client compatibility, hosting options or import/export procedures. If one of these matters to your decision, obtain separate exact-plan evidence before treating the comparison as complete.
When the responsible people have resolved the requirements and prerequisites, move an agreed plan into rollout planning. The record should preserve the unresolved questions and review triggers; it should not become a security score or evidence of successful recovery.
